I get this message in various parts of my account. I am the account holder i.e. the only person with access to the account.
These offers aren’t available to you
Only the account holder has permission to take up these offers.

As this is probably going to need account access which isn't available via the Vodafone Community Forum I would suggest to either call them on 191 or use Live Chat to ask them to check your account from their end.
The Vodafone Social Media Teams here can help via Contact-us-for-account-specific-queries . It would be faster to use the two aforementioned avenues however.
