If this is an outgoing restriction you should still be able to receive.
The first thing to do is to see if it is posssible to log onto your online account or access the Application this will let you know if a payment is outstanding.
The quickest way to get this solved is using live chat, you can speak to the Social Team on this link but they look to be quite busy at the moment.
