If the phone is hardlocked due to too many attempts at keying in a Nuc then the phone would need to be sent off to have it's counter reset.
Vodafone customer service via Contact-us-for-account-specific-queries or Live Chat would need to send a returns bag to you so you can send it to them or wait until the Vodafone Highstreet Stores re open and the store can send it away
If the phone isn't hardlocked but your Nuc won't work then with some Samsung phones they need a MCK Mastercode also known as an unfreeze code as well as the Nuc.
