I got iphone8+ from Vodafone 5 months ago. I don't have insurance. I dropped my phone mistakenly at the water and it is now restarting continuously. it was supposed to be water resistant. can I get any help from Vodafone or apple?

The iPhone 8 is rated IP67 so it is water- and dust-resistant but isn't waterproof. 

Try turning it off and putting it with rice to see if it will draw the moisture out. 

Unfortunately the 12 month Apple warranty and the 24 month manufacturing warranty Vodafone apply does not cover water damage. 

If you have home Contents insurance see if your covered and or some Bank accounts provide mobile phone cover as a perk of the account. T&C's and excess fee's would apply.
