Only wifi calling

Hello, I have vodafone turkey sim on my Redmi. And this sim is only available for wifi calling.  I don't have access to my personal account in vodafone and i can't get new password by SMS or call because with my tariff just can't receive it. What should i do? How to change tariff? How to get calls and SMS on my phone?
