Do new iphones come unlocked?

Just wondering if new iphones from Vodafone come locked to network or not? Their website seems to suggest they do now

Due to  an Ofcom ruling @paulpousland networks stopped locking phones the end of last year.  You can purchase the device from Vodafone and will be able to use any network SIM in the phone.
