From Android 9 onwards, I've noticed that if I dismiss notifications frequently, I get asked if I want to continue seeing them. If you say you don't, they won't appear. It should be possible to reinstate them by going into the system settings for the relevant app and turning them on again. Is that what's happening?
A notification that notifications aren't appearing seems odd and I'm susprised that further actions aren't available from that.
