Ultra Hub erratic connection on local Lab to streaming services also loss of comms between Sky boxes

Hi

Erratic connection and streaming from various services ie Sky, Netflix, U and iPlayer all suffering very similar symptoms loss of frames, dropping to low resolution then back to 4 k, total loss of stream, no observable pattern. 
Spoke to technical support got the usual run around blaming interference from an access point. 
The thing is i signed up for 910Mbs with 2 boosters and 4G backup. 
I looked for the reason myself, ran angry ip on a pc along with Wireshark found that from the traces the Ultrahub answered every ARP request for MAC addresses with it’s MAC address, so every time one device needed a MAC address of another it got the MAC of the router along the real one, this causes duplicate ip errors. I’m assuming this is the cause of the erratic problems, apart from the fact that the router should not be doing this. 
When I confronted Vodafone they thought this was perfectly fine for the router to do this, this is set against a previous conversation which I was told they are working on this fault. ?
