Hello, thanks for your reply but I have read many articles about WhatsApp not working properly and I am sure that WhatsApp is not working properly in Dubai.

WhatsApp has been blocked in the UAE, this may only be for video calling and messages should still work. 

I suggest you Google the question and certainly contact WhatsApp support (as recommended by @Janey )

I live in the UAE and I agree with what you said. WhatsApp does not work in the UAE and you need to use a VPN to use WhatsApp .
