call barring

 unable to make or receive calls... when I try to off the barring option it asks for a password... even my internet is very slow as in it's dead.. someone pls help

As there is no access to accounts via the forum you would need to speak with Vodafone Customer services on 191, Live Chat and or the Vodafone Social Media Team via Contact-us-for-account-specific-queries. 

Vodafone also has a tips help thread that includes a template which is designed to help people in circumstances like yours.

It also has a Vodafone Status-checker in it that let's you see if there are any issues with your local and surrounding masts.

Other things you can do if you wish are 》

Check no bars are toggled On in your myvodafone.

As you mention this and your difficulty in toggling off barring this leads me to think this maybe your issue.

Tell Customer service what's happening when you try to toggle off barring option.

Try your sim card in another phone as a process of elimination to rule out the phone, sim card or account.
