Activating free payg tablet sim

I am trying to activate the free payg tablet sim i ordered for my motorola xoom.  I am a bit confused as it says on the card the sim was on to call 17298 to activate the sim but i dont have phone facility on the tablet.  I have tried topping it up via the tablet to see if that would work but nothing.  I am probably over looking something really simple but please help !!

Do you have a Vodafone phone you can put the SIM into to activate it?

I can't activate mine either. 

Frustrating. 

Just been bought an xperia tablet z with the capability of using it outside of the home....obviously not as I can't activate the sim!
