Hi,
This isn't perfect but a lot better than standard. It works on BB10.
Set up a new contact I use one I called ZZ Don't pick up - I use ZZ so it's at the end of my list. Set the contact's ringtone to silent and vibrate to off in the settings menu.
When you get a nuisance call don't answer it; check it with Google or similar. If a nusance call, then long toutch the number; the right hand menu pops out toutch the new +contact icon; it will send you to the contacts list; select ZZ Don't pick up and it will add the number to this contact. Do this for every nuisance call and you'll build up a list in there.
When one of these calls you'll get no sound or vibrate. You will get notified but you can ignor as it will be ZZ Don't pick up. It works for me....

The simple answer is that the newetwork can't do anything. They have no control over what numbers do or don't call you. Even if there was a specific number that was a nuisance they wouldn't block it unless there is a court order.

It's nothing to do with the network, it's the phone. My friends with iPhones or Nokia for instance take 2 secinds to block any numver they wish
