Can I get a local UK number paying with an American Express?

I am trying to get a UK number for an employee, and I'll be paying from New York with an amex. Does anyone know if Vodafone provides this service?

What type of Account are you wanting ?

Pay Monthly on Contract. 

Uk Address, Credit Check, U.K. Bank Account Required. 

Pay As You Go. - No contract, no credit check etc required. A person picks up a SIM card from a Vodafone Highstreet Store etc and has it activated. If using your own phone it'll need to be Unlocked to all Networks and support Vodafones Uk frequencies and bands. 

A Pay Monthly customer can pay your bill using your AMEX card but not on a Pay As You Go.
