Cannot make outgoing calls

Bought a new sim today tried calling all of my contacts too let them know I had a new number and my phone has been blocked I've also topped it up by £30 and established a big bundle deal, I can receive calls but I haven't been able to call everyone to give them my number? Very frustrating and would like some answers?!

I'd suggest speak with Live Chat to ensure the Account is activated properly. 

Try turning the phone Off and On. 

Can you try your Sim Card in another phone as a process of elimination to rule out the phone or sim card that may be at fault. Try another Sim in your phone. If necessary any Vodafone Shop can replace the Sim Card via a Sim Swap.
