Error message 1500

I bought a brand new dongle for my laptop yesterday. (model unknown, im at work!) When I plug in, the message reads
"ERROR 1500"

Error 1500. Another installation is in progress. You must complete that installation before continuing this one. When you click Retry, the message is displayed again. When you click Cancel, the installation stops.

Im confused, I'v only ever tried to install it once. Ive tried to remove the programme, but again, it comes it with the above message.

If you've tried to install or uninstall any other programs on your computer since your last reboot, then there may be pending actions waiting to take place that are stopping new installations from being started. Please reboot your computer, and then try again.
