If Thailand is anything to go by there should not be any shortage of the Galaxy Note 7 in the UK.
The device hit the shops here in Thailand this morning and from what I have seen around town they have plenty of the phones in stock. The three major network shops did not have any queues when they opened at 5 am ( normal opening time) and at 7.15 am they had plenty of phones and headsets for sale. Also the two major department stores here have plenty of stock, in one store where I know the tech manager she said they have 2300 unreserved handsets in stock.
So certainly in this part of the world there is ample supply in a market where Samsung devices are the major seller.

Then why have those of us promised early delivery on the 30th not received any confirmation ?
Vodafone need to sort themselves out, promise delivery and get it wrong over and over.
Shocking.

The Op is talking about release in another country which can affect release dates and available units.
Each Network will have requested a certain amount of units I assume initially, and then amounts of units to be supplied from the launch date.
I'm not sure yet with the Samsung Galaxy Note 7 but sometimes different variants of the handset are provided in different countries.
Like the Samsung Galaxy s7 / s7 edge.
I agree its frustrating - I buy iPhones so know all about delays and availability.
Unfortunately afaik pre ordering does not guarantee a unit.

I imagine because in Thailand and Singapore Samsung have the lion's share of the market so when it comes to who gets what in new device allocations they ensure that the larger markets get sufficient devices to meet anticipated demand.
Even so there does appear to be a glut of devices in the shops even with the offer of a free headset.
