I believe this is most likely to be a conflict between the two Connection software installations, who are both "fighting" over control of the Modem. They usually don't play well together, so I'm surprised you've been able to use it like this in the past!
I would recommend completely uninstalling either VMC or the Dell Connect Utility, and seeing how it behaves after that
If that fails, then it would seem to indicate a hardware failure with the Minicard itself, for which you'll need to seek a repair with Dell directly.
