Inability to access Blackberry Services over wi-fi

I am currently abroad and in order to avoid roaming charges usually access the internet and my e-mail via Wi-Fi. I usually have data roaming turned off. At the moment I can only access my e-mail and other Blackberry services when roaming is turned on. When I check the "services status" it says I am connected to BIS over wi-fi so I do not understand why these services will no longer work over wi-fi
