I can appreciate the problem here, however I'm unfamiliar with the native connection manager, Tough Connect.
may I propose we try the Vodafone connection manager
Vodafone mobile Connect 9.4.6 (I've linked to the download page). Once installed please attempt a connection and let us know how you get on.#
Consequently can i ask whether you're running Windows Vista, XP or 7? (or any other OS)?
