Samsung S4 won't open mms pictures...

It says it's downloading in message box then just disappears, no message and no picture. My data mode is on so anyone know what's going on and how I can fix this? Thanks.

just go to phone settings then click on data usage and make sure that mobile data is checked you dont have to turn wifi off
