when I turn the camera on screen is black it says unable to connect to camera camera has been disabled because of security policies or is being used by other apps could anyone help.thanks .

I’m assuming it’s not been dropped or had water damage.
Try going into the camera app settings and clear its cache and data.
Perhaps try downloading another camera app from the Playstore to test.
If all else fails even after a soft reboot by turning the phone Off and On then Back-Up and Factory Reset.
If that fails to resolve the issue then pop it into a Vodafone Highstreet Store where they’ll take a look and if they can’t remedy this they’ll send it off under the 24 Month manufacturing warranty.
If you do not have a back up phone then if your eligible and they have stock ask if you can use a courtesy phone while yours is away.

I've seen similar things on a Sony device. In that case, restarting the phone has cleared the problem, though @BandOfBrothers suggestion is worth a try first. In the Sony case, it seems to have been down to overheating on intensive use.
