Trouble sending/receiving only from one number

I have a Samsung galaxy 2 phone and it's having trouble sending and receiving texts from only one number. I've tried turning my phone on and off. Sometimes it takes hours for a text to finally come through. I find that sending another text helps my phone to receive a message from that number. The other phone is on ee network.
