Try a hard reset:
Hold the Home and Sleep buttin down until the Apple logo appears then relase and let it reboot itself, you won't lose any data, does that help the problem?
If not a visit to the Apple store may be worthwhile. I had a similar problem with my 5s in as much at it would not turn off, turns out it was a fauly logic board and Apple swapped the phone.

The soft reset as advised by @kids does solve a lot of issues.
