A DLM reset for an FTTC connection requires an engineer appointment to come to your home plug in the JDSU and deem it nesicary. At the moment Openreach are only doing non appointed tasks. Your ISP can only reset the DLM for ADSL not FTTC.

Sorry mate, that's not right. Openreach can do it remotely, and Vodafone will be able to very shortly as well. I used to work at VF.

I tried to find the article on this. So the ability to request FTTC DLM resets went into to trial in spring 2019 and a couple of months later was made more widely available! My understanding is that as a result of this they've since changed the (Huawei) cabinet DLM profile so that they will raise the speed anyway if it looks like a drop was a temporary issue.

That's interesting as I know at one point they were going to take away the ability for ISP's to do a DLM reset altogether as a lot of agents were just doing them as a knee jerk response to a lot of issues. Pleased to hear this though just hope it's used sensibly.
