External broadband cable fallen

The cable that runs externally along the building I live in has come loose and I need to have it reconnected as it is knocking against my neighbour's window during bad weather.

Thank you for your reply, how would you suggest I please my question to Tobi as it doesn't seem to understand my request?

Also, phoning in puts me through to an automated answer machine that doesn't understand my question either.
