New Fibre Install VOIP line no incomming calls.

Recommended Vodafone to my father in law as Fibre recently come available in his area and had terrible Broadband speed due to distance from cabinet. Fibre Installed last Wednesday, told by engineer would all be live by midnight. Internet was, but no phone. Thursday he used chat to contact Vodafone and was told it was all done and it would be live by next day. Friday still not active, call from Vodafone to his mobile asking if happy with service and smoothness of transfer! told it was on a priority list to get resolved. Later Friday another chat, video check of connections (all fine) and then reset of router -outgoing calls could then be made but still no incoming. Passed over to another Tech who just went through the same procedure again and said would be ok tomorrow. Today still the same, you dial his number and it goes dead, another chat with Vodafone, reset of box and yet again you guessed it will be all fine by tomorrow!  I guess this is some sort of assignment issue with his number being connected to the VOIP, but why cant Vodafone get it right - I had similar issue when I first used them but it was sorted the next day, so why cannot they do it now? Any suggestions as to what this could be, how we can get them to resolve it, they are in their 80's so landline phone is an essential for them.
