The following is offered to clarify to anyone else searching for the same, this is no longer a question for me:
My question to "on-line chat", was answered:
Q: "Is the £5 charge made when any data is received",
A: "Yes the charge is applied whenever the data stream is on and an e-mail, an app update, or any other data is received".
The use in the Ts and Cs of the word "use", means:
Including any data activity on your phone, whether, or not you initiate the "use" or not.
The only certain way to avoid the WorldTraveller charge on any specific day for data "use" while travelling is to switch off data roaming.
A case of "Buyer Beware".

The daily charge is initiated by any use from your phone on that day, be it connecting to the internet, sending a message or making a call. But you are right in what you say, a lot of mobile phone data usage is in the background and the easiest way to prevent that from happening on a particular day is to turn off mobile data.
