EU Roaming pass activates when?

I'm soon going to the  EU and want the 8 day roaming pass.

One of the Vodafone webpages says the pass becomes active as soon as purchased (hence dont buy it until in the EU).  On the "buy" button in My Vodafone app it says it activates only when the phone is first usede in a EU country (so buy it before departure).

Anyone got any guidance!

Buying the pass early is more sensible, rather than awaiting arrival in the EU.

The various Vodafone Web pages which say the pass activates on purchase should be revised.
