When you insert your sim card do you see the Vodafone name at the top of the phone which indicates the sim card is activated ?
May I assume Vodafone have supplied the phone to you so it will accept the Vodafone Sim card or it's unlocked to all networks ?
You could try going into the phone's Network Settings, Connections and then choose another network and then select Vodafone.
As a process of elimination can you try your sim card in another phone and then see what happens.
If you've recently ported from another network to Vodafone then your account may be setting up.

Your number should move between 11am and 5pm, but it can sometimes take until the end of the day.
