Vodafone support seem to think I should be able to follow their steps going into the phone app and enable it. All I see is a ring voicemail button https://9apps.ooo/....

I would start by rebooting the phone and following this link to set up visual voicemail: Visual Voicemail
Also further information from device guides: Device Guides
If there are still problems start a webchat and they will address the issues.
