Accessing An Ip Camera

I wonder if anyone can help me please?
I am trying to access an IP camera via IE and although it works fine on my network and other people on other networks can view it when I try using my Vodafone dongle all I get is a black screen and no picture.
I am nowhere near my data limit so I know it is not that.
Any assistance gratefully received.

It's great to hear you have it working and a big thanks for coming back on to let us know so anyone else having the same problem in the future will be able to fix it. Thanks also to dennisf and Neil_Brown for the great help.

I've said it before but it really is great to work for a forum with such a great community.
