Another deregister suresignal problem

I belong to a group of Community First Responders. We use phones supplied by the ambulance service to be deployed to emergencies. As  a group we purchased suresignal devices.  

One of our members has recently left and we need to re-use the device, but cannot deregister it from their account. The member is not contactable and we have no information about the account or the phone number registered to that account. the serial number of the device is 43163727811

Can anyone help please?
