When you hook upto iTunes what is being said there ?
Look at the yellow other section.
Sometimes performjng a back back up and doing a restore can free up space.
What gb of iPhone are you using and what's showing as taking up the space in settings, general, storage and iCloud usage ?
Personally I use Dropbox to store data too.

* That process would remove all the owners information / settings from the iPhone.
Before performing this process its advised to create a back up to iTunes and or iCloud so that the iPhone can then be re set back up via that iCloud back up.
