Best offer form vodafone?

I have a couple of sim only contracts coming up to the end, Why do Vodafone email me with an offer that is worst than anythingt on their website?  ie 500m and 2gb data for £17.50 for 24 months  when today I could get uL min 8gb data for £17 for 12 months.

What am I missing?

I find the best way to get a good as you can deal is to phone 191 when your contract is at or near it's end date (not an Early upgrade date for full contracts) and ask to speak to the retention department which is normally attained by choosing the Thinking of Leaving option.
