Confusing I agree.
The T&C and help and support pages don't seem to clarify either.
I would suggest calling the Broadband Team.
08080 044 848 for broadband (free from all UK landlines and mobiles) with lines open between 8am and 8pm, seven days a week.

I'm not with Vodafone Broadband myself but I tend to agree the router usually arrives just before activation date.
