Data works but all calls drop when roaming in Brazil?

Currently roaming in Sao Paulo, Brazil. Data works fine (a bit patchy, but ok most of the time) but I cannot make any outgoing calls, either locally or back to the UK. Just three beeps and 'call failiure'.

I have tried....

Resetting Network Settings (iPhone)

Manually selecting networks (problem is identical on both TIM and VIVO)

Checking call bars on my account (there are none)

Resetting phone, reinserting SIM (no change)

Live chat (utterly useless, literally cut me off after not accepting that reinserting the SIM had not resovled the problem)

I can't call Vodafone easily... as i can't make outgoing calls and calling an international mobile rate number from a landline is literally a forture.

It's unlikely to be my handset, it's not the local networks as both that I have tried have exactly the same issue (data, even 4G fine, but no calls).

I need 3rd line support but how to get to it?

... I should add that i have no problems roaming in Europe (most recently yesterday in Dublin) nor in the USA (most recently in December) and to my konwledge nothing has changed on my account since then.

Oh, and signal strenght is not the issue - downtown Sao Paulo, 4 or 5 bars out of 5.
