I can imagine this must be rather frustrating for you, I would like to try and get this resolved once and for all though

.
Firstly, as several things have been tried without success so far, I'd like to effectively start again from scratch by removing all traces of the modem and software from the PC, this will make it easier to run diagnostics and hopefully come to a resolution. Firstly, unplug the modem, we'll need to remove any drivers as follows:
-Go To start > Control Panel
-Double Click on System and then click on Device Manager
-Expand Modems, Ports and CD/DVD and remove any instances of Huwaei/Vodafone (if any are present)
-Expand Universal Serial Bus Controllers and remove any mass storage or composite devices.
Next, we'll need to delete any Vodafone dial-up connections as follows:
-Go To Start > Control Panel
-Double Click on Network and Sharing Centre (Vista)/Network Connections (XP)
-In Vista click on Manage Network Connections and then delete any VMC or Vodafone Dial-up connections (XP will take you to the relevant screen already)
-I'd also delete any 3 dial-up connections just to ensure there's no conflicts
Finally, we need to remove the VMC software, this can be done as follows:
-Close VMC by going to File > Exit
-Go to Start > Control Panel
-Double click on Programs and Features (Vista) or Add/remove programs (XP)
-Uninstall any instances of VMC or Vodafone Mobile Connect
-I'd also remove any 3 software just to ensure no conflicts
-Restart your PC
Now that everything has been removed from the PC, plug the modem back in and allow it to install the VMC software and then try to connect again. If you still experience issues then I'd recommend setting up a manual dial-up connection as follows:
-Go To Start > Control Panel
-Double Click Phone and Modem Options
-Click the Modems Tab
-Highlight the Huwaei Modem and click properties
-Click on The advanced tab (In Vista you'll need to click change settings first)
-Type in the following where it asks for an extra initialisation command: at+cgdcont=1,"IP","internet" and press OK
-Click Phone and Modems
-In the Control Panel double click on Network and Sharing Centre/Network connections
-Create a new dial-up internet connection with the following settings:
-Phone number:*99#
-Username:web
-Password:web
-Connection name:Vodafone
-If all goes well then you'll be able to connect, this can then be accessed in future by going to Start > Connect To
If this fails, then we'll need to establish if there's a conflict somewhere, the best way to do this is via a process called a "clean boot" which can be done as follows:
To Apply “Clean Boot” on Windows XP:
1. Click Start > Run.
2. In the Run window, type following text:
msconfig
3. Click OK.
The System Configuration Utility appears.
4. Click the General tab.
Click on Selective Startup and make sure that "Load System Services" is the only item checked.
(You will be unable to unselect "Use Original BOOT.INI." This is OK).
5. Click the Services tab.
6. Select Hide all Microsoft Services.
Warning Do not skip this step. You must hide the Microsoft Services before you go on to step 7.
7. Clear all the services that are still displayed on the Services tab.
8. Click Apply > OK.
9. Click Restart.
To Apply "Clean Boot" on Windows Vista:
1. Click Start Menu, and type msconfig in the search bar.
2. Hit return (or double left click) on returned Msconfig file to launch System Configuration utility.
The System Configuration Utility appears.
3. Ensure the General tab is selected.
4. Click on Selective Startup and make sure that "Load System Services" is the only item checked.
(You will be unable to unselect "Use Original BOOT.INI." This is OK).
5. Click the Services tab.
6. Select Hide all Microsoft Services.
Warning Do not skip this step. You must hide the Microsoft Services before you go on to step 7.
7. Clear all the services that are still displayed on the Services tab by selecting “Disable All”.
8. Click Apply > OK.
9. Click Restart.
If error is cleared then indicates a conflict with another service or application running on the machine. This will require enabling each service/application one by one and retesting to find the service/application at fault.
Note: When you have completed your troubleshooting, follow the steps in the next section to configure Windows to perform a Normal startup.
To Reverse Clean Boot:
Restore your computer to its original settings
1. Rerun MSConfig utility as detailed above
2. On the general tab click Normal Startup.
3. Click OK.
4. Click Restart.
Now, I know I've covered a lot there, however I'm confident that a resolution can be found within those instructions. If you do continue to have issues after following all of that then please let me know.
