I can't set up a personal hotspot from my iPhone 4S

I am on pay monthly and yet cannot set up my phone as a personal Hotspot I have an iPhone 4S.

To set up a personal hotspot you need to go to Settings> Personal Hotspot> and turn On

If you don't get the option to do this pop me a message here I'll check your price plan includes Tethering

It doesn't give me the option to set up my personal hotspot and it sends me to this website to set it up and it doesn't give me any option to do that 😡
