Since everything works fine on your other laptop, this problem can only be caused by some sort of conflict on your Vista machine.
I would recommend disabling any anti-virus or firewall software before attempting to re-install, and also making sure that you have downloaded and installed all of the latest Windows Updates.
You should also make sure you have full Administrator access to your user account, and if possible, disable User Account Control from the Windows Control Panel, as this is also known to restrict access.
Let me know if any of this helps, and if you're still no further along, it might be worth trying a system restore, or complete re-installation of Windows to address the conflict.
