If the modem isn't working on two separate laptops then the likelihood is that it may be faulty. Before we can say that for definite though, there are a couple of suggestions I'd recommend you try.
Firstly, if you haven't done so already, I'd recommend downloading the latest supported version of VMC (Vodafone Mobile Connect) as this may resolve any potential modem driver issue. This can be found at the following link:
VMC 9.4.6.
If that doesn't resolve your issue then it may be caused by Windows simply not loading it correctly. Sometimes this can happen if Windows sees a mass storage device already in place and then doesn't load the modem. In order to fix this, please try the following:
-With the modem plugged in, go to Start > Control Panel
-Double Click System
-Load up Device Manager
-Click the + next to Universal Serial Bus controllers
-Uninstall any instances of a mass storage or composite device
-Unplug the modem
-Wait 10 seconds and plug it back in
If all goes well, the modem should be installed and then you'll be able to connect.
Give that a go and see how you get on
