In regards to network supplied phones known as Branded phones Vodafone cannot comment due to the reasons set out in this link > Vodafone Firmware Statement.
For non supplied phones by the network known as sim free Unbranded phones its normally pushed out by the Manufacturer once there happy it's not going to adversely affect the phone and its compatible with the make and model of phone.
Best practice is to keep checking your software update section in your phones settings.
Sometimes tweeting / contacting the Manufacturer about firmware updates for Unbranded phones can yield more information.
