Personal hotspot on pay as you go iPhone 6

Can someone please help? I have an iPhone 6 pay as you go and it seems that my personal hotspot is not working, when I try and set it up using Vodafone.co.uk, it just sends me to this page and does not make sense, does anyone know how to sort this out?

If the personal hotspot is not showing in your iPhone'ssettings then you may need to speak with customer services on 191 or use Live Chat to ask for the feature to be activated on your account.
