You need to call 191 from a Vodaone phone or 03333 040 191 from a landine or use Live Chat and ask them for the sim unlock code

Hi
Sometimes SIM cards are permanently locked if a Puk Code is entered too many times. If it's the Puk Code you've entered 10 times in error in trying to unlock your SIM card then you may need a new SIM card.
A Vodafone Store will be able to sort you out.

But it my other SIM from which I placed into the Phone didnt seem to work either. Its the mobile network i have a perma ban on.

Are you saying that both of your sims do not work in the same phone?
If so it sounds as though you have entered the passcode lock for the phone incorrectly 10 times.

After I switched SIM cards, I began entering the PIN from which the SIM card gave me, I entered this 10 times, thinking that the PIN was messed up, so that i could put in the PUK code to use the phone and then enter the Network Unlock Code I was given, however after i failed the PIN 10 times, my SIM Network was blocked on my phone? How do i resolve this problem?

So that is nothing to do with your sim as you originally thought.

Can we go back to square one as you are now mentioning NUC code which is for unlocking the phone to work on any network and has nothing to do with the sim.?
You got a new sim, you entered the sim pin code wrongly 10 times, now that sim is locked. You tried another sim in the phone and that is also locked?
If the sim has locked itself out after 10 attempts you will need to go to a Vodafone store where they will give you a new sim and transfer all of your account details to it.
