Mobile networks have been permanently locked because I have incorrectly entered SIM ME  lock 10 times. How do i resolve this problem?

There is no network on my Phone because of what i mentioned earlier, so when I tried a different SIM there was no difference, so how would a new SIM make any difference?

If a different sim that youknow is OK does not work then somehow you have blocked the phone not only the sim.

What phone do you have and do you usually have a passcode on the phone to open it?

I have a Vodafone Smart Prime 6 and yes but its a pattern lock

I have never used that phone so will not give you any suggestions as to what to try as it may do more harm than good.

Generally the way to overcome the locked phone problem is to reset it to factory settings but doing that you lose all the data.

So stick around as someone who has experience with that phone will be able to advise you.

I backed-up my phone and factory reset, sadly this didn't resolve the problem.

This sounds like something that's best dealt with if you have the device in your hand and can see what's happening.  Drop into a Vodafone shop and ask them to have a look for you.   It may turn out to be an easy fix.

@Kroun

It sounds like you've blocked both the SIM and the phone however, we'll need to have a look into this for you.
