Smartpass requires the Wallet app in order to function. I assume you have that installed as well? Is it the app or the process of setting up the card that's failing?
Are you using it with the tag or an NFC SIM? If it's the latter, was the phone supplied by Vodafone, as you normally need Vodafone firmware for NFC payments to function?
Have you previously had the app installed on another device? I've come across instances (it's happned to me) where there are setup problems when you transfer, Generally, these resolve after 24 hours and I suspect that it has something to do with registering the new device and de-registering the old one.
