I also am receiving this error.
I have tried the following: signing out of all spotify locations, turning off the wifi, creating new Spotify accounts, speaking to countless agents on livechat, neither of whom understand or are helpful and numerous calls.
This goes back to December 2016.
Seems like the only way to resolve is either by luck of getting the right agent who can reset something - or by contacting the Ombudsman. Hopefully I can resolve with the former.
