Hi,
What type of ReBoot have you tried ? Is it the hold power button and home button until the logo shows.
Or
Settings -> General -> Reset -> Reset Network Settings.
Are you sure the Local Network is not having issues.
Please try your Sim in another phone as a process of elimination to rule out the phone or sim that may be at fault.
