Use As Modem -c350 - Wap Vs Web Enable?

I am a newcomer to vodafone, and am using a motorola C350 with a vodafone payg (pay and talk?) sim which now has a few pounds credit on it. The phone is unlocked. The vodafone phone help has pointed me to manual setting up this phone for wap use, and I have done this, and can see web pages such as google on the phone.
However, I want to use the phone as a modem connected to a laptop. I think this is not wap use, but is web use, also I read that vodafone have to enable web use for my sim, I cannot do this myself.

I can also use t-mobile sim in this phone (originally a virgin mobile locked phone) with no problem as a web use modem, but the vodafone sim will not work as a modem.

Am I likely to be correct in understanding that the sim must be web enabled first please?

I have had a couple of calls to vodafone help but now I realise that only internet on the phone (wap I believe) has been discussed, not modem or web use.
