Yes that's when those departments are contactable via Live Chat or telephone support via 191.
Try to contact them between 9am and 5pm is my advice.

The Upgrade and Disconnection Team are available on the Weekend too, but only during the day.
My last upgrade was on a saturday, while attending a wedding, I started the chat on my mobile. Within an hour, two lines, changed to SIM Only on a excellent deal.

Providing the second line was not discounted in any way, you would have needed to complete a separate application for the additional line during the 30 day time limit.
If the store have failed to do this correctly, you need to contact the VA Team direct. There is an online link on the FAQ's below.

You have to make the VEA application through the relevant employer.
Usually the employer's HR department are the people who have the details.
The VEA discount cannot be applied to any contract that already has a discount applied and must be applied for within 30 days of tbe start of the contract,
