Hi jwison,
I've consulted with our Mobile Broadband specialist, and he's asked you to take a look in the list of processes in Task Manager for something called "fixcamera". That's a little malware program that is designed to stop any service beginning with "VM" from running. Apparently this can sometimes piggyback on dodgy Webcam software and drivers.
If you terminate this process, it should enable the installation to continue. Beyond that, I'd recommend investing in some anti-malware programs to help clean out the program and prevent anything similar from infecting you in the future (apparently Norton has no effect on this particular program, but something called "Malwarebytes" should sort you out).
